Acknowledging federal law that establishes Constitution Day and Citizenship Day and to celebrate that day in the public schools; requiring each county board to establish a specified program to teach students in its schools about the United States Constitution and the Maryland Constitution; requiring the program to include specified events and the opportunity for specified students to register to vote; etc.
